I am able to make banners and avvies of an size necessary. My specialty is quoted banners (see below for examples).
SGT Chubbz
I can do Blended art sigs, animated avatars, or basically anything requested (I do have limits though...  ).

***GUIDELINES***
1. Credit: If I make something for you, I would appreciate you saying so and possibly a link to this shop.
2. Patience: I am busy person sometimes, so please have patience if I don't get your request done right away.
3. Usage: Please do not use anything in this thread for your own personal use unless you are the person that requested the work or have received permission to use the work from both myself and the person who originally requested it.
4. Requests: Please be as in-depth with your request as possible. If you don't tell me how big you want it or what mood you are going for I will choose what I think is best.
5. Pictures: Please provide in your post any art that you would like used in your request post. Or if it is magic card art, just the names of the art you would like used (plus the version if they are multiple versions of the art).
6. Posting: Please post your requests and thanks in this thread and not in a PM.
7. Questions: Please feel free to ask me any questions you might have.

Well we aren't MTGS just yet
I'm mostly doing article banners and stuff, but yeah, just wait till all of the art from the new sets come out, they'll be beggin for sigs.

Yeah, some of the art revealed so far seems pretty good. Though in all actuality I've done like two Magic Art banners in my life (though I think they came out pretty badass, especially the "Cube Drafting with Psi" one). Everybody seems to want me to do anime stuff (or put Santa hats on their avvies), but I am not complaining.
Also I seem unusually talkative today. I've posted a lot more than I usually do...

Banner request time!!
I would like a banner (one which is useable on here, News, and Salvation).
(Pictures can be any of which you choose, since you're always spot on with them :lovee
I'd like Haruhi in the center of said banner. Other than that I would like Tsukasa, and Kagami(Lucky Star) on the left, and Yui and Ritsu(K-ON!) on the right.
If you want to give it a witty title feel free to, but not obligated to .

Also could you possibly chop the image into two pieces so I can use it on salvation, cos I can never get it right.

The max banner size on Sally is either 600x100 or 450x150. I can fiddle around and make it fit either of those two sizes, depending on what you want.
